Importing Pet Products to the UK Post-Brexit: What You Need to Know

Since January 2021, importing smart pet products from China to the United Kingdom is no longer the same as importing to the European Union. Brexit created a separate UK regulatory regime (UKCA marking, UK REACH, UK WEEE), a separate customs entry at UK ports, and a separate VAT framework. For B2B buyers targeting the UK pet products market, this means an additional compliance layer on top of what you may already know for the EU. This guide explains the post-Brexit UK import path in practical terms, written from Hefei, China, by Eviehome (Hefei Ecologie Vie Home Technology Co., Ltd.).

CE marking vs UKCA marking in 2026

The UK introduced its own conformity mark called UKCA (UK Conformity Assessed) to replace CE marking for the UK market. The transition has been extended multiple times. As of 2026, the situation is:

  • CE marking still accepted for most product categories in Great Britain (England, Scotland, Wales) for the foreseeable future, thanks to the UK government’s 2023 announcement of indefinite CE recognition for electronic products.
  • Northern Ireland follows the EU rules under the Northern Ireland Protocol, so CE marking is mandatory there and UKCA does not apply.
  • UKCA marking is the long-term path for Great Britain and some product categories (construction products, medical devices, civil explosives) already require UKCA without the CE fallback.

For a smart pet product in 2026, you can ship with CE marking and a CE Declaration of Conformity and you will pass UK customs. Adding UKCA is recommended for long-term positioning but not legally required for most smart pet product categories.

UK customs entry: the post-Brexit process

Before Brexit, EU goods moved freely across the UK border with no customs formalities. Now every shipment from China to the UK requires a full customs entry, just like a US entry. The process:

  1. The factory ships the goods under the agreed Incoterm (usually FOB China port or CIF UK port)
  2. The ocean freight carrier pre-notifies HMRC (UK customs) of the arrival 24 hours before the vessel docks
  3. Your UK customs broker files the import entry via CHIEF or the new CDS (Customs Declaration Service)
  4. HMRC assesses the duty and VAT, releases the goods once paid
  5. Drayage moves the container from the UK port (Felixstowe, Southampton, London Gateway) to your warehouse

You need a UK EORI (Economic Operator Registration and Identification) number to act as the importer of record. If you are a non-UK company, you need a UK-based importer of record or a customs broker that provides this service.

UK base duty

Post-Brexit, the UK publishes its own Global Tariff (UKGT) which is similar but not identical to the EU Common Customs Tariff. For smart pet products, the UKGT rates are:

  • HS 8509 80 (cat litter boxes, pet feeders with motor): 2 percent
  • HS 8516 79 (heated pet products): 2.7 percent
  • HS 8525 89 (smart cameras): free
  • HS 9014 20 (GPS trackers): free
  • HS 8543 70 (bark collars): 2.7 percent
  • HS 8508 11 (vacuum cleaners): free

Unlike the US, the UK does NOT impose a Section 301-style tariff on Chinese-origin goods. The only duty you pay is the base UKGT rate.

UK VAT on import

UK import VAT is 20 percent on the declared value including the base duty. Like EU VAT, it is recoverable for VAT-registered B2B buyers: you pay it at customs, reclaim it via your UK VAT return. The UK offers “Postponed VAT Accounting” (PVA) since January 2021: instead of paying VAT at customs and reclaiming later, you account for it on your VAT return directly, saving cash flow.

For a USD 100 000 shipment, that is roughly USD 20 000 in VAT that you can defer via PVA instead of paying upfront.

UK REACH: a new separate regime

Since Brexit, the UK has its own REACH regime operated by the Health and Safety Executive (HSE). The substance list largely mirrors EU REACH, but the registration procedures are separate. For most smart pet product importers, UK REACH is a self-declaration based on the factory’s test reports, similar to EU REACH. You do not register substances yourself unless you are placing more than 1 ton per year of a regulated substance.

UK WEEE: register with the national scheme

The UK WEEE regulation requires importers of electrical products to register with an Approved Compliance Scheme (PCS). The main ones are Valpak, Ecosurety, Clarity Environmental and Comply Direct. Registration costs around GBP 500 to GBP 2 000 per year depending on volume. On top of that you pay a per-unit or per-kg eco-contribution to fund the national collection and recycling scheme.

Labeling requirements

UK imports require some specific labeling on the product or packaging:

  • CE mark (still accepted) or UKCA mark
  • Importer name and UK address
  • Model number and serial number
  • Crossed-out wheeled bin symbol (WEEE)
  • Power rating information for plug-in devices
  • Battery symbol if the product contains a battery
  • Material content declaration for food-contact parts

UK ports and transit times

  • Felixstowe: the largest UK container port, fastest transit from China (32 to 38 days from Ningbo)
  • Southampton: good Southern England distribution, 34 to 40 days transit
  • London Gateway: direct access to London and the South East, 34 to 40 days transit
  • Liverpool and Greenock: Northern England and Scotland, longer transit

Expect 2 to 5 business days for customs clearance once the container arrives. Then drayage to your warehouse. Total door to door from Ningbo to a UK warehouse: 40 to 55 days.

Frequently asked questions

Do I need to duplicate my EU compliance file for the UK?

Not necessarily in 2026. CE marking is still accepted for most smart pet products in Great Britain, so the EU compliance file covers you. For long-term positioning and for categories where UKCA is mandatory, the factory can issue parallel UKCA Declarations of Conformity based on the same test reports.

Can I ship from a EU warehouse to the UK?

Yes, but since Brexit this is now a customs event. Goods moving from an EU warehouse to a UK warehouse require a full EU export + UK import entry. Many B2B buyers prefer to keep a separate UK warehouse and ship direct from China to the UK to avoid the double customs cost.

Does Northern Ireland follow UK or EU rules?

Northern Ireland follows EU rules under the Northern Ireland Protocol. Goods shipped to Northern Ireland need CE marking and EU REACH / WEEE compliance, not UKCA and UK REACH. If you are shipping to both Great Britain and Northern Ireland, you need both compliance layers.
